Within this broad and flexible model, the new library can be characterized as a dynamic and interactive space that connects fragments of contemporary knowledge and, above all, fosters the activation of cognitive and experiential relationships between texts, information, books, documents, and people. Starting from the development of the classic reference library model, adapting it to new cultural, cognitive, documentary, and technological contexts, we propose the use of digital technologies to support bibliographic communication to foster the appropriation of the information content of documentary objects, placing traditional mediation tools in a cognitive, experiential, and emotional environment capable of strongly fostering relationships between people and digital information. Within this model, the basic layer, from a conceptual and bibliographic point of view, continues to be made up of collections, physical and digital, historical and contemporary, organized according to specific sorting and classification models and techniques. This layer is complemented by spaces and services connected to the needs of training, social inclusion and more generally widespread sociality, with a general view to a comprehensive qualification of the civic library as a place where the traditional tasks of organizing recorded knowledge in its various forms are integrated with the promotion of citizenship rights, thus qualifying it as a non-marginal place in the construction of a new welfare of knowledge.
